City, township and Hunter are different routing questions
City of Franklin Building & Zoning expressly includes new and replacement fences in its zoning guidance.[40] Franklin Township instead directs zoning inquiries to Warren County Building and Zoning.[41] The county plan identifies Hunter as an unincorporated community in Franklin Township, not a Franklin city neighborhood.[42] For a Hunter-area request, provider availability and parcel jurisdiction both need confirmation. Use the actual parcel, not the postal city, to choose the office. These routes concern Warren County, not Franklin County near Columbus.
Do not use an old fence as your survey
Gather available survey documents and identify who owns each existing section before authorizing removal. If the line is uncertain, ask a licensed surveyor what is needed to establish it; a contractor's measurement for pricing is a different task. Discuss shared access and any neighbor-owned panels without assuming permission to remove them. Mark the desired changes on a sketch: a moved corner, extra screening or a wider gate can turn a like-for-like concept into a different project. Resolve disputed ownership before paying for demolition.
Ask for repair and replacement scopes
If damage is concentrated, request a repair alternative alongside full replacement. Have the estimator identify which posts, rails and gates would remain, how their condition was assessed and what warranties exclude reused components. Price old concrete removal and disposal explicitly. For wood, compare replacing individual components with rebuilding the line; for vinyl, ask about compatible replacement sections. For aluminum or chain link, check whether the proposed new gate can work with retained supports. Mixing old and new should be a documented choice, not an undisclosed shortcut.
Plan the period when the boundary is open
Before an existing enclosure comes down, agree on the sequence of removal, material delivery and installation. Arrange another secure place for pets rather than relying on a temporary gap being brief. If the old fence protects a pool, obtain a plan for approved access controls and required inspection before removal; do not treat construction mesh as an assumed substitute. Put the Franklin replacement decisions in writing
Ask the relevant office whether the replacement scope needs changes to the application when material, height or gate placement changes. Give competing providers the same boundary information and labeled photographs of retained sections. Which items are definitely removed? Who gets approval for unexpected work?
